The written examination may be conducted in Nepali, English, or both languages.

Paper I is common to all technical-service groups listed above; Paper II has a separate syllabus for each group.

Paper I and Paper II written examinations are held separately. Paper I is conducted jointly under the integrated system.

The number of questions and marks are as specified for the respective paper and subject.
-
For an incorrect multiple-choice answer, 20% of the marks assigned to that question are deducted. Unanswered questions carry no penalty.
-
MCQ answers must be written using capital letters A, B, C, or D. Lowercase letters or other marks invalidate the answer sheet.
-
Calculators are not permitted in objective examinations.
-
A subjective question may contain one long question, two or more parts of one question, or two or more short notes.
-
Separate answer books are provided for each part or section of a subjective paper, and answers must be written in the corresponding answer book.
-
Policies, laws, Acts, rules, regulations, and directives amended and in force up to three months before the examination date are included in the syllabus.

Only candidates selected from the first-phase examination may participate in the second phase.
